POST-BREXIT EUROPEAN PARLIAMENT: NO TO THE TRANSNATIONAL LISTS<\/h3>\n

Since the first direct elections, the European parliament expanded significantly from 410 MEPs (1979) to 751 (2014) mainly due to the ascension of new member states and the Lisbon Treaty.<\/p>\n

European Parliament has drawn up a report which aims at reshuffling its composition. Due to Brexit, European Parliament also has to decide on how to deal with the 73 British seats during the next term. Parliament will be voting on the legislative proposal stating to maintain and to redistribute a number of British seats as well as the establishment of transnational constituencies.<\/p>\n

The ENF is against the use of British seats and against transnational constituencies.<\/p>\n

The ENF argues for a reduction to 678 MEPs on the assumption that Brexit gives the opportunity of a corresponding reduction in Parliament\u2019s operating costs.<\/p>\n

On the issue of the transnational list, our opposition is clear and firm as it would create two different class of MEPs and would give the false impression of a more democratic Parliament. The \u2018Spitzenkandidaten\u2019 process is neither a contribution to transparency nor will it strengthen political awareness of European voters. Introducing such a system is a way to legitimize the belief that the system of the Spitzenkandidaten would be a \u2018so-called\u2019 democratic election of the President of the Commission, while, in fact, it continues to be an indirect imitation of a direct election by the population as a whole. These matters are to be dealt with on a national level, with respect for the cultural and political diversity of European nations and their voters. A transnational constituency neglects this and can in no way be an expression of this diversity, but actually is an additional manoeuver to enforce the compulsory federalism against the will of people and nations.<\/p>\n

Statement concerning EY audit report 2016<\/strong><\/h3>\n

ENF emphasizes the Ernst & Young report is a so-called \u2018Qualified opinion\u2019, meaning that our accounts are a truthful representation of reality, subject to some remarks. There is no question of fraud or cheating as expressly mentioned in this report.<\/p>\n

Even though it is unusual that remarks of audits of European political groups appear in the report, ENF fully endorses this report.<\/p>\n

The interpretation of tender procedures for political groups has been an ongoing problem in the European Parliament, but we received clarification with the 2016 audit.<\/p>\n

Thanks to Ernst & Young\u2019s co-operation we were able to further tighten our internal procedure in order to aim for an assessment without caveat for the audit of 2017 (a so-called \u2018Unqualified opinion\u2019).<\/p>\n<\/div>\n<\/div>\n<\/div>\n

D\u00e9claration concernant le rapport d\u2019E&Y pour l\u2019ann\u00e9e 2016<\/b><\/span><\/h3>\n

Le Groupe ENL (Europe des Nations et des Libert\u00e9s) souligne que le rapport de l\u2019auditeur Ernst & Young constitue une \u00ab opinion qualifi\u00e9e \u00bb (qualified opinion) ce qui signifie que nos comptes d\u00e9pos\u00e9s repr\u00e9sentent de mani\u00e8re exacte et v\u00e9ridique la r\u00e9alit\u00e9, sous r\u00e9serve de quelques remarques de cet auditeur.\u00a0<\/span><\/p>\n

Il n\u2019y a eu \u00e9videmment aucun cas de fraudes ou exemples d\u2019un quelconque mauvais usage de ces fonds, comme le souligne express\u00e9ment ce rapport.<\/b><\/span><\/p>\n

Bien qu\u2019il soit inhabituel que les remarques d\u2019audits des groupes politiques au Parlement europ\u00e9en figurent dans les rapports, le Groupe ENL approuve ce rapport pour ses remarques.<\/span><\/p>\n

L\u2019interpr\u00e9tation des proc\u00e9dures d\u2019appel d\u2019offres pour les Groupes politiques \u00e9tant un r\u00e9el probl\u00e8me et de surcro\u00eet en discussion permanente au Parlement europ\u00e9en, nous saluons le fait de recevoir enfin des \u00e9claircissements gr\u00e2ce aux conclusions d\u2019audit et de l\u2019avis d\u2019E&Y pour la p\u00e9riode 2016.<\/b><\/span><\/p>\n

Avec Ernst & Young et gr\u00e2ce \u00e0 nos propres et constantes am\u00e9liorations internes, nous avons d\u00e9j\u00e0 pu renforcer notre proc\u00e9dure afin de viser une \u00e9valuation sans mise en garde pour la v\u00e9rification comptable de l\u2019ann\u00e9e 2017 (une opinion dite \u00ab\u00a0sans r\u00e9serve\u00a0\u00bb (unqualified opinion).<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n
